Below, are the particle effects set up in UE4 particles Blueprints and their video preview of them. From left, particle effects for raindrops and ashes.


After creating the main material transition and particle effects. I made some other assets like the floor and a simple wall without window, lightbulbs, wires and lightbulb base to use them in a modular environemnt scene that is shown on top of the page. Below are the final shots of the scene.
